RECEIVES ORDER FOR ADDITIONAL TERMINALS FROM
PHILIPPINE GAMING MANAGEMENT CORPORATION

VISTA, CA – October 3, 2007 — INTERNATIONAL LOTTERY & TOTALIZATOR SYSTEMS, INC. (OTCBB:ITSI) announced today that the Company has received an order valued at approximately US$ 2 million from Philippine Gaming Management Company (PGMC) for additional Intelimark FLX lottery terminals and associated services. PGMC provides an online lottery system to Philippine Charity Sweepstakes Office (PCSO) under an equipment lease contract. Delivery of the terminals will begin in March 2008.
